WASHINGTON — With the enactment of the Small Business Job Creation bill, small businesses like Capitol Hill Bikes are expected to get more tax breaks. The idea is that owners will invest that money into growing their businesses and creating jobs. But tax breaks may not be enough for small business owners to hire more people and expand because of a flagging economy.
