Global Entry, a program by Customs and Border Protection, expedites customs processing for eligible flyers. But participation is as low as 5 percent some days and never gets above 10 percent of flyers, even though nearly 20 percent of the flying public are frequent flyers and could benefit from the Global Entry. Meanwhile, a GAO report says CBP has more applications than it can handle. While automating processes like this always involves some risk, experts say the program actually reduces risk, allowing customs officers to concentrate their efforts on higher-risk travelers.
