WASHINGTON — The 38th G8 Summit was held in Camp David, Md., on May 18 and 19 just before the NATO Summit in Chicago. For the first time in the summit’s history, the Russian head of state did not attend. Russian Prime Minister Dmitry Medvedev attended in President Vladimir Putin’s place.
