The Department of Homeland Security turns 10 in November. The Senate Committee on Homeland Security and Government Affairs held a series of two hearings this week to examine the past, present and future of DHS. Admiral Thad Allen acted as a witness during Thursday’s hearing. Allen, along with the other panelists, argued that because the Department of Homeland Security was created so quickly, there were holes left unfilled. Those holes are lack of managerial structure, poor communication because the intelligence agencies and defining the government’s role in the department.
